Frazer & Feldman, LLP

In founding Frazer & Feldman, LLP, attorneys Florence Frazer and Jack Feldman have established one of the region’s most prominent and well-respected law firms—a practice that is uniquely positioned to provide general, special education, and labor counsel services to public school districts and boards of education.

“Many of our clients have been with us for 15 years or more, and I think that speaks to the quality of our work and the efficacy of our approach,” says Feldman, who along with Frazer has been AV Preeminent-rated by Martindale-Hubbell, the organization’s highest rating for legal ability and ethical standards, for more than 20 years.

As part of his practice, Feldman guides clients during all stages of the special education process, from brainstorming difficult issues to attendance at CSE meetings and manifestation determinations. He has successfully represented school districts in impartial hearings, Office of State Review appeals, and appeals in state and federal courts.

Frazer has considerable experience in her area of concentration—public sector labor law—beginning with her service as assistant director to the Governor’s Office of Employee Relations more than 25 years ago. Since entering private practice, she has negotiated hundreds of collective bargaining agreements on behalf of management.

“In approaching these matters, we work hard to achieve our clients’ goals, but we also strive to avoid creating rancor that could impact subsequent labor-management relations,” says Frazer. “Our success on behalf of our clients stems, in part, from an overarching philosophy of mutual respect between labor and management.
